To date, the SNI purchases shares in private ventures to which it grants loans, in case of need. The project cycle outlines the stages a proposal submitted to SNI follows, prior to receiving SNI financing upon selection.

Application to SNI for financing

There is no standard application format for funding or for submitting a project to the SNI. Any private national or foreign promoter who either has a project or who wishes to develop an existing enterprise may contact the SNI directly. The only requirement is to prepare a business plan which describes the project in detail and submit a project to SNI. Following this initial contact, which presupposes that pre-investment studies have previously been conducted by the promoter, the SNI, through its Studies and Projects Department, will conduct a preliminary appraisal of the project on the basis of the minimum details required for submitting a file. The promoter will receive an acknowledgement for the file submitted at least two weeks later. This stage opens the way for an evaluation of the project.

Project evaluation

The Approvals Board comité de censure composed of SNI management staff will effectively evaluate the project.

The appraisal follows directives from the Office of the General Manager. In the event that the Board’s appraisal is positive, the promoter of the project will be notified within two weeks of a site visit by a team of experts. The team will submit an evaluation report, which will be examined by the Approvals Board Comité de Censure, in case of a positive appraisal by the experts. The project will then be finalized for submission to the Special Equities Committee at SNI Comité Spécialisé de Prise de Participation de la SNI. This stage ends with the holding of the committee meeting

Negotiating the intervention

This stage is the responsibility of the Special Equities Committee Comité Spécialisé de Prise de Participation. The committee will lay down conditions for SNI involvement, which are forwarded to the promoter. If the promoter accepts those conditions, then the project implementation process is set in motion.

Implementation monitoring

This stage begins with the investment and ends with its transfer to the SNI portfolio.
